My ipad wont download ios 11.0.3

I can't get my iPad mini 2 to update to the current iOS update. I accidentally deleted a couple apps, I tried to redownload them but it's not letting me. So I went and tried to update my iPad. I clicked on download and install , it waited a long time to search for an update and and it did I guess.

I restarted my iPad and it's the same. How do I go around and get around this so I can update my iPad? Or, how can I get my old deleted apps back? Oct 23, PM.
